Main topics at the July
Parish Council Meeting
We have been informed by David Harmer our County Councillor that it is still possible that
the proposals by the SCC Highways Engineer to implement a traffic scheme for Elstead may still
go ahead. As usual all depends on financial provision . We agreed that the system already
planned earlier this year is still a workable option. This means a reduction in the 30 mph
zone limits closer to the built up areas; gates at the three roads entering the village; vehicle
activated signs (VAS) in Milford Road and Thursley Rd. In due course we will hear definitely
what is intended. In the meantime everyone will have seen the VAS positioned at various points
in Thursley Rd but these are installed by the Police Authority not SCC. They are not part
of a permanent system but at least they help in assessing how effective they are.
As there seems to be quite an interest in developing an allotment scheme we have agreed to
investigate further into the set up costs such as water piping, and land clearance. Land is
available with access off Broomfield and Hazelwood but this may not be sufficient in area
to meet all requests. We will let all the applicants know when we have further information.
We discussed the closure of Guardian Court sheltered accommodation flats that was announced
by Anchor Trust early in July. There was serious concern expressed about the news and the
effect on many long standing residents with Elstead connections. The Chairman was asked to
make representation to the Trust and in particular ensure that all the residents are helped
to achieve residence in new homes well suited to their needs. Moves from Guardian Court will
take place over a 12 month period and Waverley Borough Council social housing officers will
be assisting Anchor Trust in the arrangements.
