ELSTEAD PARISH COUNCIL


GRANT APPLICATIONS

At the Parish Council Meeting on 19th October it was agreed that the following policy will apply to all future applications for grants.

Introduction

1. Elstead Parish Council has limited funds available for the support of community groups and associations within or associated with the village.  The criteria set out below are designed to give an indication of the factors which the Council will take into account in assessing whether or not financial support from the Council would be appropriate.

Mandatory Requirements

2. The organisation requesting support must

  • Be non-profit making.
  • Be non-discriminatory in terms of its membership and its field of benefit, other than in terms of geographical area.
  • Have a written constitution or set of rules and must have audited accounts.
  • Be based in the village or, if not, provide services which are of significant benefit to the village
  • Demonstrate a clear need for the funds requested.

Other Factors Which the Council Will Take Into Account

3. The Council is unlikely to provide financial assistance in cases where the funds provided by the Council would form only a small proportion of the funding for a project, except where the availability of Council support is likely to be of significance in securing support from other funding bodies.

4.  The Council expects all applicants to demonstrate that they have attempted, or are in the process of attempting, to raise funds from other appropriate funding bodies. Where for any reason this is impossible, the applicant must explain why.

5. The Council is likely to attach a higher priority to projects which are designed to cater for disadvantaged or vulnerable groups, for younger people, or for the elderly and infirm.

6 In the case of organisations providing recreational or leisure facilities, the Council expects the organisation requesting support to have policies in place which will ensure the sustainability of the project and which will incorporate an appropriate contribution eg (through subscription or, fee income) from the beneficiaries, except in the case of disadvantaged groups.
